Thales and Kongsberg to establish major defence communications joint venture in Norway

In a significant move to strengthen secure communications capabilities for NATO, Norway, and international markets, Thales and Kongsberg Defence & Aerospace have announced the creation of a new joint venture focused on defence communications.

The 50/50 joint venture will consolidate Thales’ crypto and secure communications business in Norway with Kongsberg’s communications unit, including its software-defined military radios. The new company will employ approximately 350 people across Oslo, Trondheim, and Asker.

A strategic response to growing defence needs
European armed forces are calling for greater interoperability, sovereignty, and rapid delivery of large-scale defence systems. The joint venture will address these demands by offering a comprehensive secure communications portfolio, leveraging Thales’ expertise in high-grade crypto networks and Kongsberg’s strengths in tactical radio and network systems — including those deployed on platforms like NASAMS air defence and combat vehicles.

“By consolidating KONGSBERG’s secure communications and Thales’ crypto expertise, we will create a comprehensive, robust communications offering and be better positioned to deliver and develop current and future technologies and services to the armed forces,” said Eirik Lie, President of Kongsberg Defence & Aerospace.

“This jointly owned company will strengthen collaboration and leverage synergies between KONGSBERG and Thales, creating a new key player in secure communications that supports bilateral cooperation between Norway and France,” added Christophe Salomon, Executive Vice President, Thales Secure Communications & Information Systems.

Strong growth outlook
The combined businesses generated revenues of approximately NOK 1.5 billion (EUR 130 million) in 2024. The venture anticipates robust growth, aiming to double this figure to NOK 3 billion (EUR 254 million) by 2030, driven by European defence investments and complementary product offerings.

Global reach, local expertise
The new entity will benefit from Kongsberg’s deep domain knowledge and Thales’ global distribution network, enhancing its market access and export potential while supporting bilateral defence cooperation between Norway and France.

Completion of the transaction remains subject to regulatory approvals.
